Данное определение применяется к различным видам деятельности, таким как: импортные и экспортные процедуры (например, таможенные процедуры или процедуры лицензирования), транспортные формальности, различные платежи, страхование и другие финансовые требования. Работа в этом направлении ведется, начиная с 50-х гг., ЕЭК ООН, Всемирным банком, ЮНКТАД, Всемирной таможенной организацией и т.д.
